Hi Paul,
this feature uses the default encoding for new files as specified in
Preferences > General > Workspace > Text file encoding
Set this to UTF-8. Then save your file. To re-open it in the same
encoding in TBC, you may need to right-click on the file and set
Properties > Resource > Text file encoding
also to UTF-8.
