Yes this is correct. The current implementation of spif:buildURI returns
a failure if one of the expected variables is unbound. While we could
easily change that behavior, I am worried that there are too many
applications out there that actually expect the current algorithm. So
I'd rather not change it.
The work-around suggested by Irene is the way to go here.
