The purpose of the Create property constraint dialog is to cover the
most commonly used constraint types. These include things like
sh:datatype that are part of the SHACL Core Vocabulary. The Core does
not include a mechanism to specify specific languages such as "must have
at least one english and at least one french label". This would require
extensions such as SPARQL-based constraints or a template library.
TopBraid will include such extension libraries in the future, but these
features may still not make it into a "wizard". Instead you'd need to
enter these additional constraints on the form.
If you need a way to express this now, with today's version, you may
need to define it in SPARQL.
