TopBraid platform in general and, more specifically, TopBraid Composer offer pluggable architecture. There are some instructions in TBC help on how to create a plugin. If a third party software provider or, in fact, any user wants to develop a plugin, we can offer additional instructions.
Currently, we are not aware of any DL reasoner providers offering a TopBraid plugin and since, it seems, most (all?) are currently dormant projects, I doubt there would be much change in the near future. Only a handful of DL reasoners exists in the world mostly (only?) as academic research software. I don¹t believe Pellet to be under active development/support anymore. Racer is no longer offered commercially there is an open source license. With this, I am not sure you could buy a DL reasoner license even if you wanted to. I do know that you could integrate one with TBC by building a plugin yourself. This may take as little as a week for a Java developer. It might be difficult to get questions answered in case of problems though - if the software project is dormant.
