Mike, Are you sure the rule has been picked up/loaded properly? You can make sure of this by going to System -> Refresh TopBraid System Registries from the toolbar.
If that doesn't do it - would it be possible to attach the file with the rule here so we can take a deeper look? If you'd prefer, you can send it off-list to [email protected].
