I believe it's just saving the forms with the old language in a cache for your session somewhere, as I'd imagine there's not much expectation that the user's language would change between loading of pages.
If you start with a clean session it should reflect the languages properly - I cycled through a composer and browser restart and all of the panes were showing the labels coming through in the correct language.
