My guess would be that this was some sort of compromise that cut some weight 
from SKOS to allow it to move ahead in the standardisation process, and then 
there was not enough interest in the working group to actually develop the 
extension into something useable.

As far as I can tell, this extension has nothing to do with SKOS-XL, which 
still is a part of the official SKOS standard.

I believe there has been work on alignment between SKOS and ISO 25964, with 
members of the SKOS WG and the ISO WG contributing, but I have not followed 
that effort. The ISO standard covers things like narrowerGeneric. Best link I
