Suppose we want some consistency in our reference files and we changed all ids 
to abouts......would that be:
- technically ok (acc. to RDF/XML syntax spec)?
- ok for TBC?

That's RDF/XML, so it follows the rules for RDF/XML. The rules are that 
rdf:ID="xxx" and rdf:about="#xxx" are equivalent and can be used 
interchangeably. However, rdf:ID="xxx" must only be used once per document.

They seem to be mixed now (example attached). Or is it: first time encountered 
gets ‘ID’, any next time ‘about’?

That appears to be the case in the document you shared.

The contract is that TBC produces an RDF/XML file that contains the correct 
triples. How exactly those triples are encoded in RDF/XML is not part of the 
contract and may change in the future without notice. Relying on specifics of 
the XML structure that is used to encode the triples is not recommended. If a 
specific, fixed XML structure is required, we recommend using SWP to generate 
the required XML structure.
