Equivalent means that every single member of class A is also a member of class 
B and vice versa.

It also means the class A is a subclass of B and class B is a subclass of A.

With this, every restriction defined for class A and for class B is applicable 
for all instances.

If this is what you mean to say, then use equivalent class.

I can’t say if this could or could not ever be true for two independently 
developed ontologies. It depends on the ontologies and intentions of their 
authors.

SKOS has various ‘match’ predicates. However, I would not use SKOS predicates 
to connect classes. 

You could create your own and say that it is intended to connect classes. 
Semantics of SKOS predicates is not defined, anyhow, beyond the fact that they 
are intended for use with SKOS Concepts.
