After some experimentation, I have found that just starting TBCME 7.0, without going on to open any folders or starting the local EDG server explicitly, is not sufficient to start the local TBL server. I need to either open a project folder or start EDG, and then after a bit of a delay for things to load, I can make SWP or ADS service calls.
