I have this need to automate publishing to Explorer as well.  I think I 
haven't run into this issue because I'm using a non-admin service account 
for the publish operation.  (Either that or I've gotten lucky and no admin 
has been logged into the Explorer server at the time)  Is that an option 
for you?

Also curious how you're doing this.  Did you sniff the HTTP traffic that 
happens when Publish-to-Explorer is done and replicate those with your own 
HTTP requests?
