A drag and drop doesn't work. It works for me. I drag the requirement in the outline and frop it on the Requirement diagram. Similarly, the same occurs for add a element from the model in any diagram. Be careful, Drag and drop of a requirement is not allowed for all diagrams as the SysML metamodel does not allow requirements to be used in any diagram.
