Hi Laurent,
you have to create an activity element in the outline before creating an
activity diagram from this activity.
could you please open a bug about the wizard issue?

It is not possible to create a new model of SysML activity diagram
(Topcased 2.0.0) wizard use.
Others diagrams, like Sequence diagram, can be created in the outline
view by the context menu. We can see differences between in creation
of a diagram with outline view context menu ("add diagram" menu item)
or with the wizard.
