It's intentional.

As indicated in the documentation, you can disable the FR by creating a file named "allowConcurrentAcces" in the .metadata of the workspace in the folder /workspacePath/.metadata/.plugins/org.topcased.modeler

I have two couple of UML file. let's say

file1.uml / file1.umldi

and file2.uml / file2.umldi

and file2.uml includes file1.uml as ressource.

Then, it is not possible to open flie1.umldi and file2.umldi at the same time.

Is this possible to fix this? is it intentionnal?
