Thank you for your two cents.  Yes, my question is one of process.  It sounds 
like the intent is to do everything inside of one tool such at UML.  

Does this mean that the framework is an environment to use the different tools 
so one needs to determine the most appropriate tool for their particular 
problem?  Is it expected that I should be able to do everything inside of one 
tool?

I like your description of the activity diagram.  But I am not sure where that 
fits in the overall process.  I think this is because I don't know the model 
driven method.  

I was expecting the process to be something like:  Define goals, identify 
requirement's, identify an orginization of the requirements, define function 
set, allocate requirements to functions . . .This function set would then be 
arranged into a model.

That is about as close to model based as I could get.  Can you suggest some 
clarification to this concept and possibly a link to a 'how to' model based 
approach with UML, possibly related to procedure development.
