Hi,
Is eclipse internet connection etablished?
If you have a proxy, you have to configure it in the preference page :
Window->Preference->General->Network connection.

A new TOPCASED version is available : 3.1.0

TOPCASED 3.1.0 is based on the latest Eclipse 3.5.0 platform (Galileo code name).
