The government company uses Function Points to measure productivity.
And for ALM it classify man*hours at each lifecycle stage.
I would like to know some experiences regarding some manhours percentage at
these stages for topcased. For example:
Analisys, requirements, management, implementation, tests, acceptance tests.
Currently, the govt company uses a mix of IBM Rational tools, in-house ones, and
some open-source ones, some proprietary to cover a customized RUP to achieve 
CMMI.
So, the efforts spent at each cited application lifecycle compared to the
implementation phase could give a comparison basis agains MS TSF and new
Rational tools.
I guess that implementation phase is heavily liked to the chosen language. And
could be used for reference point for percentages. The company uses many, but
notably ones for future are Java, Php,  asp, .net, and some big iron languages.
If you could share some management experience numbers, considering also project
size in Function Points or other measure, it would be valuable for the 
comparison.
