IIRC you can create a part and type it to the actor you created elsewhere? It would indeed be nice if the tooling would allow you to drag a block/actor directly onto the IBD directly, and then presenting a dialog box whether you want to create a part/reference, but maybe I'm forgetting possible problems here... Maybe you could create a feature request for that.
