Hi, I think you are missing something here : Papyrus is different from Eclipse MDT Papyrus. Papyrus is now a dead project and MDT Papyrus is the new project hosted on eclipse.org as an incubation project.
The next mdt papyrus version will be 0.10 and will be released at the same time as Eclipse 4.3, around end of june. It is not possible to update Papyrus in Topcased anyway from a user perspective, you have to wait until developers do the work.
