Comment:
This task is mostly done, except for the consensus-health page. It's
still unclear if we want to implement that one in JSP, because it's a)
darn slow and b) generating the page once a new consensus and votes have
arrived is exactly the right time to do it. Closing this task to make
room for the really important tasks.
