I'm implementing this in my branch chiiph/bug2905_firstrun, but it needs
some kind of suspended state to actually work.
I'm not entirely sure we want upgrade users to see a first-run dialog.
What would be the benefit? If we stay with the tri-state UseBridges that
will lead them to get out of the inconsistent state, was that what you
intended to be?
