#3650: Ubuntu Natty tor package recommends polipo and tsocks

Neither `polipo` nor `tsocks` are safe to use with Tor, but installing the
`tor` package in Ubuntu's repository for ‘Natty’ caused those packages to
be installed. (I don't actually know whether the upstream Debian packages
still do this or whether there's anything we can do about this package.)
