AHA. There are definitely some rate-limiting bugs. Libevent commit
5b18f13048d4d6 fixes one of them, where ticks that should have been 333
msec were instead 22 minutes. (Yuck.)
There's another one, where filtering bufferevents get rate-limited at the
wrong point. I'm working on that one now.
