Replying to [ticket:4052 runa]:
> 1) Have the user create a key pair, so they can manage the instance if
desired. A user might want to change the instance to use more/less
bandwidth, provide a nickname, add the server to their family, etc.
A bridge should not specify the ‘MyFamily’ option. A public relay should
specify a ‘family’ if and only if the person who launched the instance can
administer it and other relays; if the person who launched a ‘Tor cloud’
server cannot log in to it, there is no reason to specify a ‘family’.
