The "failures" every minute after that are from them having a fresh consensus, requesting a new one anyway and getting 304 Not Modified in response. So your reverted relay is bad: it retries 5 times every hour, when it should only try once an hour. And your bad relay is also bad: it retries never, when it should at least try once an hour.
