So, in summary, here are the 3 changes I think resolve #20499, by making
the exponential backoff schedules much more like the 0.2.8 schedules:
* adjust max_increment to be `delay*5`, which makes the exponent `(1+5)/2
= 3`
* make the first entry in
ClientBootstrapConsensusAuthorityDownloadSchedule 6
* make the first entry in TestingBridgeDownloadSchedule 1200
