Until it's fixed i found another way to run tor with my settings at system
start:
1. Download https://ritchielawrence.github.io/cmdow/
2. Put cmdow in tor folder
3. Create .bat file with "cmdow.exe /RUN /HID tor.exe -f tor"
4. Put bat file in autostart folder or task scheduler
Done.
