#21092: Include `libnotify-dev` in the `sandboxed-tor-browser` descriptor.

As of master due to how I implemented #20778, `sandboxed-tor-browser` now
requires `libnotify-dev` when building.
In theory all I need is the header files, but `libnotify` may also be
required as well. The version shipped with jessie should be fine.
