A) Does Tor Browser 6.5.2 work for you?
It works "not sandboxed"
B) You're not trying to run Tor Browser out of the dmg, right? You need to
install it first.
Im not running it inside of a DMG
C) How does it fare when you run it not in sandbox mode?
TBB 7.0a3 works find when not sandboxed.
