This is my fault. Check out #12899. We've deprecated the file along with
the entire naming relays thing, but I have never gotten around to
finishing that code. One of the patches got stalled because it needed
tests, and those were annoying and tricky to write. Then nothing ever
happened. I still want to pick it up eventually...
