Comment:

 Putting in 032 so we don't miss it. This notice level is something that is
 quite present in a normal relay logs. I get maybe 20-30 a day on a fast
 relay.

 Shouldn't we put it to info log? Not sure this is something worth telling
 the operator when it happens because the operator can't do anything or at
 best sync its clock?...
