 Finally identified the cause of excessive memory consumption:  Running
 with CellStatistics enabled.  Opened #25141.

 Figuring it out, I ended up tracing malloc once a stable operating state
 is reached (#24914 patch applied) and netting-out frees such that only
 lingering allocations were visible.  Tor's malloc/free behavior at steady-
 state is a terrible thing to see.
