* status: needs_review => needs_revision Comment: HSDirs that allow descriptors with no revision counter should declare a new HSDir protocol version. We should make services leave out the revision counter if a consensus parameter is set. Then our upgrade path is: 1. Wait until most HSDirs support the new protocol 2. Stop giving the HSDir flag to relays that don't support the new protocol 3.
