The current footer used on support portal will be used across all portals.
This should be added as an example (possibly cleaned up) to the styleguide
and then this ticket can be closed. Probably we should warn people against
using this exact footer unless they are Tor Project people, as most of the
rest of the styleguide is easily reused by others.
