This is a good point. My concern with the proposed change is that people won't necessarily make the connection between the Torbutton toolbar icon and the open menu (Torbutton does not provide a connecting arrow or a persistent highlight of the onion icon). I suspect that is one of gk's concerns as well. Also, from an implementation point of view, this will require new code that knows how to open the Torbutton menu.
