FYI, I found the ticket for (3): #23988
The solution isn't that straight forward. Calling back into the HS
subsystem is easy, the issue is keeping track of which HSDir or not failed
and why so we can take a decision on the retry or not.
This ticket should now solely be about rebuilding descriptors at every
upload attempt.
