Comment (by mcs): I have been reviewing child tickets of #28018 with an eye toward how Tor Launcher / Tor Browser would be affected. I know this ticket is no longer about code changes, but I want to comment one more time on the following statement which is still included in this ticket's summary: ''When bootstrapping with existing directory information, we should rescale the progress numbers so they advance on something resembling a linear time scale, which is probably closer to what users expect to see.'' Kathy Brade and I strongly dislike the idea of tor renumbering progress numbers dynamically at runtime. A particular client user interface might choose to do that when it presents progress info to an end user, but tor should provide information which allows construction of many different types of progress reporting UIs. If the starting point is > 0, provide info about the starting point to control port clients.
