Not necessarily. Another explanation is the the firewall has only blocked the IP address of one of the proxies. When you use Snowflake, you are assigned one of the available proxies randomly. As you browse, your proxy might change. It may be, that after 40 minutes you were assigned the proxy whose IP address is blocked.
