#31302: Cannot connect to .onion sites

When I first downloaded Tor it worked fine but I must have changed
something because I now can't access ANY .onion sites. I deleted and
reinstalled the browser and am haing the same problem. Additionally,
everytime I try to start the browser I get the message that Tor
unexpectedly shutdown or a message that another instance is running
however neither of these can be the case as the messages appear even from
freshly starting my computer.
