I changed the ticket title to reflect the growing plan on #33072 --
ideally consensus-health would fetch the microdescriptor consensus, using
compression, from the ORPort. But the most important change looks like it
will be "start using compression".
And come to think of it, that's probably a good and smart and polite thing
to be doing anyway, right?
