That's actually right -- we try to change that file as little as possible,
and we've successfully left it alone for 7 years.
The issue here is that when we change that file, every debian tor user who
has edited their config will get a warning and need to merge the two
configurations together, so we try not to make changes to it without a big
reason.
That file is maintained in src/config/torrc.minimal.in ; we accumulate
changes to it in torrc.minimal.in-staging.
