(It's not clear to me whether doing history reporting for other types of
traffic should or should not follow this logic. In the case of tunneled
connections, connections to local addresses, or localhost, we didn't
"really" use bandwidth, but we did "transfer bytes". Which one are we
measuring in our recording? Looking through the commit history here might
tell us more.)
