 Run the branch in #32720, as a client, with dormancy off, and see how many
 consensuses tor downloads each day?
 Run 0.3.5 and master (or 0.4.2, if that's easier).

 After the first few hours, you should see a stable rate of consensus
 downloads. Then you can average the consensus downloads per day, and
 update the metrics estimates for consensus downloads per day.

 (I think the branch splits out consensus downloads separate to
 descriptors, but we should check.)
