I've done some work on this ticket, and it's almost complete.
It was a bit bigger than I thought, because I forgot about bridges.
I also forgot that bridges will have their own descriptor in their cached-
descriptors file (as well as the bridge authority, and bridge clients). So
I'll have to fix that up.
