Comment:

 This is a bit unfortunate, nice catch. I think this must be an https-
 everywhere issue, but I'd have to investigate a bit to be sure. I will
 open a ticket about it.

 For now, I changed the logic to always start the http observer fallback
 and remove it when we are able to load some rules directly, which should
 handle this case.
