I just chatted with Ghost from Electrum; it looks like they'd be likely to
accept a patch that adds an RPC method that resets the connection retry
timers, thus making it connect without waiting. This would save some time
compared to launching Electrum-NMC once Tor is connected, since Electrum-
NMC takes a few seconds to launch. I'm leaning towards this approach.
