this needs more work. i reverted the commit (with
6cc23ac7ee461cd14cad96da2344f3c797fa9df5) because it was causing problems
with GnuPG in WKD mode on windows 10, in #33751. that seems to be
something we need to test now, and definitely shows the spec has some
trouble with some platforms.
