The current onboarding code displays two different "tours" (sets of
panels):
* "newtour" for new users
* "updatetour" for users who have upgraded
Should we omit "What's New" from the "newtour" and only have it for
"updatetour"?
It is easy to control this via the browser.onboarding.* preferences.
