I believe that https://github.com/mikeperry-tor/tor/tree/bug30992_draft
should fix the issues I found in comment:7 and comment:10, but they are
rare. I have not reproduced them yet.
That branch may also solve several other "wrong hop" circpad warns and
related issues.
Going to wait a bit on review to see if asn's research work can exercise
it and confirm.
