Turtles is failing to report bwscanner results because the bwscanner it
uses (sewerzowi.torproject.org) seems to be down.
Turtles fetches the bwscan file from
https://sewerzowi.torproject.org/bwscan.V3BandwidthsFile, so apache needs
to be running, too.
